Jacobs okays grants, appropriations for County programs

Mineola, NY - A $300,000 bond ordinance which provides for the acquisition of equipment, machinery, apparatus or furnishings at the County Health Department's Public Health Laboratories, was among the items approved by Nassau County Presiding Officer Judy Jacobs (D-Woodbury), and members of the Democratic majority at the legislature's October 22, meeting. The equipment is needed to support the clinical and environmental mission of the Health Department's Public Health Laboratories. The project was included in the Capital Plan adopted in April.

Other items approved during the meeting are:

  • a bond ordinance to finance the purchase of two chassis for hazard materials vans and $250,000 serial bonds of the County of Nassau to finance said expenditure. The total estimated amount for this project is $500,000. This project was requested in February of 1999 and is in the capital plan that was adopted in April of this year. The capital plan anticipates the remaining $250,000 for this project in FY 2002.
  • is a bond ordinance to finance the construction, reconstruction and widening or resurfacing of Glen Cove Road at Northern Blvd. The amount being authorized is $600,000. The original estimate was $300,000. The total would now be $900,000. This project was recommended in 1998. According to the back-up , it will be necessary to acquire some property, but it will not be necessary to demolish any buildings. The purpose of this project is to ease traffic congestion in one of the most congested intersections in the County. It is also estimated that the air quality in the area will improve because fewer cars will be idling in the congestion.
  • is an ordinance appropriating $45,000 for the Surveillance Apprehension Vehicle Enforcement from July 1, 2001 to December 31, 2002. Specially trained police officers in plain clothes and unmarked cars will do surveillance to identify and arrest persons who commit vehicle theft or related insurance fraud in targeted areas of Green Acres mall and Valley Stream RR. These funds are 100% reimbursable by the New York State Division of Criminal Justice Services.
  • is an ordinance appropriating $71,000 for Police VIN Etching Program from June 1, 2001 to May 31, 2002. These funds are 100% reimbursable from the NYS Division Of Criminal Justice Services. The program is intended to continue to decrease the incidence of auto theft in the County through the "Watch your Car" auto theft prevention initiative that includes a decal program and vin etching program. It is estimated that the number of cars serviced by this program will increase from 1,620 to 2,000.
  • is an ordinance appropriating $125,200 for the Nassau County Crime Victims Assistance Center from October 1, 2001 to September 30, 2002. These funds are 100% reimbursable by the New York State Crime Victims Board. This program contacts, by letter, all victims of violent crime in Nassau County advising them that there is help. It also contacts victims and children who have been victims of burglary or suffered a property loss. In addition, it assists victims in getting needed services in applying to the NYS Crime Victims Board that covers unlimited medical expenses, loss of wages or support, burial expenses and loss or damage to essential personal property. It also offers court accompaniment, referrals for counseling, supportive counseling and advocacy with other agencies. Finally, it provides locksmith service for domestic violence victims, senior citizens and low-income victims. It is anticipated the same number of clients will be served as in the past cycle.
  • is an ordinance appropriating $59,065 for the Perkins III Grant from July 1, 2001 through June 30, 2002. These funds are in the form of a grant and are 100% reimbursable by the Nassau Community College Foundation, Inc. The total federal package is $418,912, which is an increase of $18,000 from the previous year. Major components of this program are: data collection; developing strategies to recruit, retain and strengthen placement opportunities for students who have been designated as "non-traditional;" acquisition of equipment that is important to engineering and health related education programs; and a One-Stop Center of the Workforce Investment Board serving the Town of Hempstead and the City of Long Beach. It is estimated that the total number of students that would benefit from this grant is 4,524.
  • is an ordinance appropriating $7,890,000 for Alcohol Programs by the Dept. of Drug and Alcohol Addiction from Jan. 1, 2002 to Dec. 31, 2002. These funds are 100% reimbursable by the New York State Office of Alcoholism and Substance Abuse Services. This ordinance covers three different programs. The first is for $1.65 million and is administered by the Family and Children's Association of Nassau County. It provides chemical and dependency treatment services to the residents of Nassau County. The second is for $2.5 million. Under this program, the Department administers a 56-bed rehabilitation program on the grounds of the Nassau County Plainview Complex. Clients who are not able to manage in an outpatient atmosphere because of severe alcoholism problems are assigned to this program for up to three months. In addition, under this component of the program, Mercy Hospital administers a 20-bed halfway house for women located in Freeport and a 20-bed halfway house for men also located at the Plainview Complex. The third part provides for a variety of alcoholism services. It is administered by the Mercy Hospital Association and includes a 20-bed sobering up station located on the Mitchel Field complex, a Mobile Outreach service that provides emergency transportation of Nassau residents to the sobering up station and hospital intervention program located at Mercy Hospital.
  • is an ordinance appropriating $20,279,000 for Youthful Drug Abuser Programs to be administered by the Dept. of Drug and Alcohol Addiction for the period Jan. 1, 2002 to Dec. 31, 2002. These expenses are 100% reimbursable by the NYS Office of Alcoholism and Substance Abuse Services. Program provides a comprehensive vocational rehabilitation system; ambulatory, prevention/outreach services/day care; a system of chemical dependency treatment services; and maintains relationship with providers of employment, skills training and continuing education services to promote access for clients in treatment for chemical dependency.
  • is an ordinance appropriating $4,809,000 for the continuation of the Methadone Maintenance Treatment Program from Jan. 1, 2002 to Dec. 31, 2002. These funds are 100% reimbursable by the NYS Office of Alcoholism and Substance Abuse Services. Program provides Methadone based treatment to over 800 residents per year and provides its clients with necessary medical treatment, counseling, psychiatric services, women's and children's programs, and HIV services. Also provides counseling, testing, referral and partner notification program available to any resident at risk of HIV infection.
  • is an ordinance appropriating $255,992 for Weatherization Referral & Packaging Program from January 1, 2002 through July 31, 2002. These funds are 100% reimbursable by the NYS Office for Aging. This program provides client outreach, screening, and referral to administration of weatherization services to eligible, low income Nassau County residents aged 60 and over. It includes Last Resort funds for such things as storm windows and doors/installation, weather-stripping, roof or burner repairs.
  • is an ordinance appropriating $454,368 for Title III-E of the Older Americans Act from July 1, 201 through December 31, 2001. These funds are 75% reimbursable from New York State Department of Health. The purpose of this program is to provide information and assistance, counseling, respite and supplemental services to family caregivers of the frail elderly in Nassau County. This is a new program. The projected number of clients is 16,200.
  • is an ordinance appropriating $1,500,000 for Stop DWI Program from January 1, 2001 to December 31, 2002. These funds are 100% reimbursable by the Stop DWI Program. Funding goes to the Traffic Safety Board, Police Department, District Attorney and Department of Drug and Alcohol Addiction. The funding is based on the estimated amount of DWI fine monies that will be collected in the upcoming year. No elected official, nor the likeness of any elected official, nor the name of any elected official shall appear in any education or promotional materials funded by this ordinance.
  • is an ordinance appropriating $31,259 for the Levittown Delinquency Prevention Youth Project from March 1, 2001 through February 28, 2002. These funds are 100% reimbursable. The project will provide prevention services to approximately 15 at risk youth, ages 15 and under. It will seek to accomplish this goal through crisis interventions, individual and group counseling, educational and court advocacy and implementation of a referral network for other supportive services.
  • is a resolution authorizing the County Exec. to execute a grant application with Corporation for National Service in relation to Retired and Senior Volunteer Program from September 30, 2001 to September 29, 2002. The total amount for this program is $206,309. The purpose of this program is to recruit volunteers to assist the frail elderly through placement in two friendly visiting programs, a meals-on-wheels program, a shoppers program for homebound seniors, a health screening program with Red Cross and other services.
