Mangano’s First 100 Days In Office: Promises Made, Promises Kept

On April 10, 2010, Nassau County Executive Ed Mangano marks his 100th day in office. Since his inauguration on January 1, 2010, Mangano has begun to deal with a mountain of challenges inherited by his administration, including a broken real property assessment system that wastes $250 million of taxpayer dollars every year, a crumbling County infrastructure, looming budget deficits and job loss.

But he has faced each one head on and has begun to fix the broken County left behind by the prior administration.

"With 100 days behind us, we're off to a great start,” said Mangano. “Although the politicians and fiscal experts agree that the financial challenges in Nassau County are huge, I won't stop until I can look taxpayers squarely in the face and say I've done all I can to help."

DAY 1 – January 1st

• Repealed the Home Energy Tax.

• To save county tax dollars, changed the interest rate on settlements of commercial properties.

• Formed the Assessment Reform Team (ART)

DAY 6 – January 6th

Announced effort to get H1N1 vaccines to the homeless.

DAY 7 – January 7th

• Unveiled the beginning phase of his plan to reform Nassau’s broken property assessment system to stop

the waste of $250 million annually.

• Lowered interest rates on commercial settlements.

DAY 14 – January 14th

Announced plan to assist the victims of the earthquake in Haiti.

DAY 15 – January 15th

Announced plan to reform the Assessment Review Commission and stop the billion dollar waste.

DAY 26 – January 26th

Announced with law enforcement officials, a “Gun Buy Back” initiative to combat illegal handgun violence.

DAY 39 – February 8th

Announced the County’s purchase of Grossman’s Farm, a five-acre family farm located on Hempstead Avenue in Malverne.

DAY 42 - February 11th

Launched Operation H.A.L.T. (Heroin Abuse Location & Targeting), an aggressive enforcement,

parental awareness, and education program aimed at combating heroin use here in Nassau County.

DAY 48 – February 17th

Implemented new program identifying ambulances as official “Baby Safe Haven” drop-off sites.

DAY 53 – February 22nd

Stopped the First Precinct $34 million lease “giveaway” in Baldwin orchestrated by his predecessor and vowed to build a new precinct owned by taxpayers.

DAY 60 - March 1st

Implemented the “Too Good for Drugs Program” in schools to tackle Nassau County’s heroin problem.

DAY 61 – March 2nd

Introduced legislation for a $5 million Sustainable Energy Loan Program. Also, announced that Nassau will contribute $50,000 and partner with the Village of Freeport to design and build a recreational water trail that would extend from one of Nassau’s South Shores to the other, connecting many of its bays and estuaries.

DAY 62 – March 3rd

Announced an extension for Subdivision Applications to make it just a little easier for real estate developers whose building projects have been on hold due to a poor economy, by removing tight time constraints.

DAY 64 – March 5th

Amended 4-year Capital Plan to create jobs.

DAY 67 – March 8th

Announced fiscal stabilization plan that slashed government patronage and cut spending. As a result, $22 million was cut from the County payroll, including nearly $10 million in managerial and support patronage positions; also identified $28.7 million in budget risks left behind by the Suozzi predecessor in its 2010 budget, including unrealistic projections of sales tax and cigarette tax revenues.

DAY 70 – March 11th

Announced a partnership with New York Power Authority to save taxpayer money by lowering energy costs through energy efficiency and clean energy projects.

DAY 71 – March 12th

Announced $15 million in improvements to County parks.

DAY 73 – March 14th

Called for a review of Nassau County’s 911 system, which was overwhelmed during the weekend’s Nor’easter. Mangano also deployed the county workforce to respond to storm damage.

DAY 74 – March 15th

• Delivered the State of the County Address revealing how deeply troubled county finances actually are and the need for the reform of our assessment system.

• Announced a partnership with LIPA on the creation of a renewable Energy Park at Museum Row.

• Announced plans to explore shared purchasing and shared facilities with Suffolk County.

• Declared that Nassau County will take back the parks for the people from private use.

• Announced plans to partner with the private sector to help build affordable housing for every veteran in the county, especially female veterans with children, many of whom are homeless.

DAY 78 – March 19th

Signed two Executive Orders returning fleet management and information technology responsibilities to the Police Department for improved safety and efficiency.

DAY 80 – March 21st

Joined over 1,200 men and women at Belmont Park racetrack in an effort to preserve jobs and install video lottery terminals to help generate revenue for local schools.

DAY 81 – March 22nd

Joined Suffolk County Executive Steve Levy in calling on New York’s Senators to return $1 million in cuts to food pantries, homeless shelters and other charities across Long Island

DAY 82 - March 23rd

Hosted a Minority Bankers and Financial Services Executives Roundtable to jumpstart opportunities for minority-owned financial institutions and foster involvement between the county and women-and-minority owned and operated businesses.

DAY 89 - March 30th

Urged businesses to apply for Empire Zone Benefits before the sunset of the program on June 30, 2010.

Day 91 - April 1st

Announced $7 million upgrade to the County’s 911 Call Center to prevent the current system from future overloads.

Day 93 – April 3rd

Announced the new Summer Recreation Program for children at our county parks.

Day 95 - Apr 5th

Put an additional four ambulances on the road to improve public safety.

Day 97 – Apr. 7th

Signed two Executive Order’s fulfilling his promise to address Nassau County’s broken property tax assessment system that costs taxpayers $250 million annually, and increased debt by $1.3 billion.

Day 99 – Apr. 9th

Brought both sides of the Nassau County Legislature together to approve the 2010 Capital Plan, creating jobs and improving the County’s public safety.
