Nassau County's Office of Housing and Intergovernmental Affairs HOME Investment Partnership, the Office of Housing and Homeless Services and the Town of North Hempstead launched the revitalization of the public housing complex, Spinney Hill Homes, located on the Manhasset-Great Neck border.

Spinney Hill Project

The Spinney Hill project is one of the few affordable housing developments in the Manhasset-Great Neck

area and the 102 units are currently being gutted and modernized for the 157 low income tenants. Nassau County's HOME Investment is funding $1.5 million for

this complex.

The developer of the project is Whitney Capital Company of Lake Success. Spinney Hill has been owned by the North Hempstead Housing Authority (NHHA) and the NHHA is still a partner in this project. David Gallo, Vice-President and builder JOBCO, Inc. of Great Neck, President Robert Pascucci, anticipate the rehabilitation will take approximately 10 months to complete.

Parkside Villas, Hempstead

The project phased the demolition of an existing project and construction of new housing so that none of the current residents were displaced during the transition. The project consists of twelve newly constructed two-story buildings containing 80 units; eight one-bedrooms, fifty-four two bedrooms and eighteeen three-bedrooms.

Nassau County HOME funds in the amount of $1 million dollars for the construction of Parkside Gardens in the Village of Hempstead. The former 1950 style structure was demolished and consisted of multi-level hi-rise apartment units. They have been replaced with modern Townhouse units. The total development cost is $23,000,000.

The original complex was a HUD funded housing authority and has been converted into private ownership, which is the first of its kind on Long Island(according to Peter Florey of The D&F Development Group, LLC).

After 51 years, the development will be owned by Middle County Resource Management, an approved community housing development organization under Nassau County's HOME Program.

The Pilot parcel, Site H, was developed by A&C Development Partners, a minority and women's business enterprise (MWBE) and is located at the northwest corner of Prospect Avenue and Grand Street. A total of seven (7) two-family condominiums were constructed on the site, with five of the seven units to be sold at subsidized prices (80% AMI). The condiminiums were constructed over commercial space which will house a local pharmacy and a Sneaker and Cell Phone store. Nassau County contributed more than $1.6 million in HOME and CDBG funds to this project. Funds for the commercial build-out of the pharmacy space were provided through the Grow Nassau Fund. Site construction began in August 2007 and was completed October 2008.

The Bluestone Organization is the developer on Site A, located at the corner of Prospect Avenue and Brush Hollow Road. Work on this site began in June 2006 and was completed in December 2008. This 46,151 square foot site is known as the "Gateway to New Cassel"

where a mixed-used building overlooks a 4,500 square foot park. This three-story building holds 57 rental units over commercial space. Nassau County's contributions of $1075,000 in HOME funds were used for project costs and down payment assistance.

Apex II, Site F, 1 35-unit senior residential development, a joint venture between Douglas Development, LLC ( a subsidiary of Levine Builders) and the Anna and Philip Kimmel Foundation, is located at the southwest corner of Union Ave. and Hicks Street. Nassau County contributed $300,000 in HOME funds and construction was completed in December 2008.

HOME funds can be used for housing related activities including real property acquisition, new costruction, tenant based rental assistance, homebuyer assistance, and support services. The HOME Program requires a 25% match of funds from non-federal sources HOME provides formula grants to States and localities that communities use-often in partnership with local non-profit groups to fund a wide range of activities that build, buy, and/or rehabilitate affordable housing for rent or homeownership or provide direct rental assistance to low-income people.

HOME's emphasis on consolidated planning expands and strengthens partnerships among all levels of government and private sector in the development of affordable housing.

HOME's technical assistance activities and set-aside for qualified community-based non-profit housing groups builds the capacity of these partners.

HOME's requirement participating jurisdictions (PJ's) match 25 cents of every dollar in program funds mobilizes community resources in support of affordable housing

Nassau County First Time Homebuyer Down-payment Assistance Program:

This program is administered by the Long Island Housing Partnership in coordination with the Office of Housing and Homeless Services- Housing Counseling Center.

The Housing Partnership will leverage HOME funds with New York State funds for the County's employer assisted program. The County's employer assisted housing program includes over 27 participating employers.

The County's American Dream Downpayment Initiative Funds are being allocated to this program.
